A car quote that looks cheap is usually a car quote with the mandatory local cover taken out of it, to be sold back at the counter after a long flight.
The figure on this page has it in. When your proposal arrives, that line is broken out so you can compare it against anything else you are looking at, including a booking you make yourself.
